Welcome to the Golden State Registry (“GSR” or “Registry”). The "Terms of Use and Privacy Policy" governs access to, and use of the Registry. By signing in to the Registry or otherwise using your account, you acknowledge and agree to be bound by these Terms. If you do not agree, you must not use the Registry.

Authorized Use
Access is limited to Authorized Users who have been issued valid login credentials by GSR.
Authorized Users must maintain accurate account information and notify GSR of any changes to licensing, qualifications, or contact details.
Use of the Registry is permitted solely for official purposes under the California Home Energy Rating System (HERS) program and the 2022 Building Energy Efficiency Standards (Title 24, Part 6).

Secure Login and Anti-Sharing Policy
Your login credentials are unique to you and may not be shared with any other individual for any reason.
Use of another person’s credentials, or allowing another person to use yours, constitutes fraud under Title 24 and will result in immediate suspension pending investigation.
The Registry monitors for anomalies, including simultaneous logins from different IP addresses or unusual access patterns. Confirmed violations may result in suspension, decertification, and reporting to the California Energy Commission (CEC).

User Responsibilities
Authorized Users agree to:
Protect the confidentiality of login credentials.
Submit only accurate and complete information. Submitting false or misleading data is prohibited and may result in disciplinary action under HERS Provider requirements.
Comply with all HERS program rules, including conflict-of-interest restrictions.
Use the Registry only for lawful purposes in connection with their authorized HERS role (Responsible Person, HERS Rater, Contractor, Builder, AHJ, or CEC staff).

Privacy and Data Protection
GSR collects and stores project compliance data, QA audit results, and user account information solely to administer the HERS program.
Data is encrypted in transit and at rest. Role-based access ensures users may only view data necessary for their role.
Certain QA and disciplinary records are restricted to GSR QA staff and the CEC.
GSR does not sell or disclose personal information for commercial purposes. Disclosure occurs only as required by law or CEC oversight.
Misuse of Personal Information
Authorized Users may access personal information (e.g., homeowner names, addresses, emails, phone numbers, compliance test results) solely for HERS program compliance. Any other use—including marketing, solicitation, or personal gain—is strictly prohibited and may violate California privacy laws. Misuse will result in immediate suspension, reporting to the CEC, and may subject violators to civil or criminal penalties.
Compliance with Privacy Laws
GSR complies with applicable California privacy and digital privacy laws, including but not limited to the California Consumer Privacy Act (CCPA) as amended by the California Privacy Rights Act (CPRA), the California Constitution Article I, §1, and California data breach notification statutes (Civil Code §§1798.29, 1798.82). Misuse of personal information from the Registry is not only a violation of these Terms, but may also constitute a violation of state law, subjecting violators to enforcement by the California Energy Commission, the California Privacy Protection Agency, or the California Attorney General.

Monitoring and Oversight
All Registry activity is logged, including sign-ins, signatures, registrations, and revisions.
Audit logs are immutable and retained in compliance with HERS Provider requirements (minimum 7 years under 2022 code; GSR may retain longer as needed).
The CEC has oversight access to all retained data and may query or download records at any time.

Violations and Consequences
Violations of these Terms—including login sharing, data falsification, or misuse of homeowner information—may result in:
Immediate suspension of Registry access;
Notification to associated HERS Raters, companies, or contractors;
Disciplinary action (Notice of Violation, retraining, suspension, or decertification) as provided under HERS Provider rules;
Reporting to the California Energy Commission;
Civil or criminal penalties under applicable law.

Amendments
GSR may amend these Terms of Use and Privacy Policy to reflect changes in law, regulation, or CEC guidance. Continued use of the Registry after notice of amendments constitutes acceptance of the revised Terms.

Certification by Use
By signing in to or using your GSR account, you certify under penalty of perjury that you will comply with these Terms of Use and Privacy Policy. You further acknowledge that violations may result in disciplinary action and reporting to the California Energy Commission.
